According to Tim Story, the director of RotSS, the huge cloud was not actually Galactus's true form. Just a storm that follows Galactus. Some shots actually show this, such as this one with his head casting a shadow on Saturn. His true form was going to be saved for a cancelled Silver Surfer movie
