Adding quality in public order would open up trading and competition

Chatting in trade as buyers and sellers is a hassle trying to find a match. Granted some love it and it has rpg aspects. Public order should have quality drop down and it will remove 90% of the noise in chat channel. This will be a welcome change for those that don't want to live in city all day and spam trade.
