Shen gets heavily punished for using his ult. almost feels like there is absolutely no benefit for his ult anymore.

I have been playing Shen, I think he is a solid pick but I have noticed if you ult out of lane and even get one kill or assist; you will fall behind so much since they added that small scorpion and the tower domolish rune.

By the time you are back in lane more than half your tower is gone and the scorpion is killing your minions so you will lose 2 waves. Also this assuming that you do get something out of ulting if you die or get nothing, your lane is fucked.

I started playing him jung but he can't compete since his clear isn't good at all.

Lastly, I think there is far too much push power in top lane. The tower finish item does too much damage and the towers are weak early imo. I feel like they need to increase its armour early.
