Do Wordpress themes have dependencies?

I am very new to web development and my website is hosted on SiteGround. I want to use Understrap : https://github.com/understrap/understrap

I want to use NPM & Node JS to develop my website / theme. SG doesn't support NodeJS but does that mean my theme won't work if I work on the theme in a local environment and then upload to Wordpress / my SG instance?
