Can anyone explain what's happening to my graphics?

I posted this in another war thunder subreddit but didn't get much help so I'm wishing for better feedback. My PC specs are a 4070 ti super, AMD ryzen 7800x3d, and 32 gigs of DDR5. I do have ray tracing enable and this slowly started becoming an issue. I've lower my graphics since then but still have ray tracing enable and now it's happening again. It's like even after leaning to worse graphics and more performance this is still happening.
