The devs should add a parliament to countries with voting laws

When Victoria 3 came out the player had total control of the building queue. Then players demanded an investment pool and now we can't imagine life without it. I want to propose something similar in the political realm, namely the introduction of a parliament. The player will no longer have total control over taxes, tariffs and diplomatic treaties. The player will be playing as the executive who has to ask permission from the parliament in order to do his actions. No longer the player can just ignore elections except for when amending a law.

For now I propose we model the in-game parliament after a simplified version of the Westminster model with only a unicameral chambre and only 2 parties. The parties will be made out of factions which are the different interest groups, so party A has the industrialist faction and so does party B. Thus, some industrialists vote and influence party A and other industrialists vote and influence party B. After a party gets into office each faction of the party has a certain level of loyalty towards the party. As long it is positive the party will vote along with the executive, but the actions of the executive either earn or spend loyalty with each faction in a different way. The loyalty of a faction will represent the abstracted spoils system.
