HOV lane not so HOV anymore

I’ve been noticing lately that the HOV lane isn’t as great anymore due to all the Electric Vehicles taking up the space.

That fact aside, I have noticed a large amount of people in the HOV lane now are SINGLE DRIVERS IN GAS POWERED VEHICLES. I saw a cop driving behind, and in front, of gas powered vehicles with only a driver in each of them and the cop did nothing. Did they stop enforcing this or something?
