Not every story needs character development

Lately lots of people having been calling recent movies "absolute garbage" because "the characters don't develop enough". And yet I can't help but notice lots of classic beloved movies and shows where the main character does not really develop.

Jack Sparrow in Pirates of the Caribbean doesn't really develop, he just remains the same quirky trickster pirate that he always is.

In Road Warrior the Gyrocopter pilot and the Wild Child develop, but Max himself remains stagnant, I thought it was the main characters who were supposed to have the most development?

In Ghostbusters Peter, Ray, Egon and Winston retain the same personalities and outlook, they don't develop.

James Bond doesn't develop. Indiana Jones doesn't develop.

In Cowboy Bebop Spike Speigal doesn't really develop as much as he just has new things revealed about him, his arc was just about finishing old business with Vicious.
