UK Transit without Visa Scheme (TWOV)

Apparently a Reddit user informed me about the transit without visa scheme which I can avail as I have a 10 hour layover at LHR. I’m planning to use the layover to have a quick tour round London.

Apparently I do satisfy the conditions of TWOV 2 and the first condition to TWOV 3 which makes me eligible to visit London city land side without a visa.

*I hold an Indian passport

If anyone’s done this, can you please confirm if I am correct? Just to reconfirm and restate, I do hold a US F1 visa and will be travelling to NYC the same day as I land at LHR.
