I can’t get a Tricare account set up because I can’t get into DEERS system.

Tricare is saying my email doesn’t match what is in DEERS. When I try to create an account for DEERS it says my account is not eligible for registration via email. My husband was able to set up a Tricare account, but he can’t get into the DEERS system either, but he already has an account. Is anyone else having the same issue?
