Is the big chief cultural appropriation?

If you don’t remember, the big chief is that one hat for heavy with all the feathers. I’ve been taking an indigenous studies class in my high school and it’s allowed me to learn a lot of new things about indigenous culture. Such as the headdress. The headdress is given to an elder of a indigenous nation/tribe, which can take so much work and a lot of time (were talkin’ multiple years) to have the honor of being given the headdress. But just giving it to the big Siberian man with a minigun seems kinda racist But more cultural appropreated. and before you go typing down in the hell pit known as the comments I do know that the sultans ceremonial was given to the black Scottish cyclopes.
