Network Shortcuts disappearing

Hello everyone. Hopefully someone can shine a bit of light on this issue. Basically I've got a number of users who have desktop shortcuts to network locations randomly vanishing. Initially I assumed people were deleting them, but they continue to disappear even when placed on the Public Desktop.

I've found some talk about a scheduled task "Diagnosis" to correct the issue but even disabling that hasn't corrected the issue.

All the affected machines are laptops, but the majority of them are almost always docked with hard-wired connections. All are running Windows 10 21H1. The file server, for what it's worth, is running 2012 R2. All shortcuts originally were created by the users (IE no GPOs or anything like that).
