Supplies Shortage

Seems that both Mannshire and Osbrook are locked with negative situations for Supplies Shortage and Dangerous Roads. Completed all contracts. Recently did Troll and Manticore. Respect status for all settlements. I believe due to Supplies Shortage that I can’t buy the last of the caravan upgrades I need. This a known bug or design flaw? Cant seem to get rid of the negative situations.
