Who would you identify as a High priestess (archetype/tarot) in the show?

I'm thinking about doing a series of tarot card illustrations based on RGU (at least the major arcana) and I'm stumped on who should be the high priestess. The card/archetype represents a person who is often secluded of their own volition, wise, feminine but in Spirit only (not sensual or sexual). Someone who gives advice. I'm thinking of the shadow girls but something feels off because they're not actually people?? They are a chorus?? So maybe I'm thinking about Dios himself(or itself?). The high priestess is an energy that's almost completely missing from the show as is Dios himself. But he's there to lend Utena his strength and spirit. He's the one who showed her her purpose and he's the one Akio goes to to talk/reminish(??). I might be completely off and I'm just spitballing. I'm thinking maybe Dios is more suited for the strength card now ahhhhh
