New SFF Build Underperforming. 4080 Super build.

New PC just built and I believe the GPU is underperforming. My current build is as follows.

Lian Li h2O

MSI Ventus 3x OC 4080 super

7800x3d

Gigabyte B650i Aorus Ultra

Coolermaster V SFX Gold ATX 3.0 850 W

G Skill flare X5 64 gb ddr5-6000

My current time spy benchmarks are 20000 when the average for my build is 25000.

I tried reseating the gpu already, and when doing these tests and during gaming it says gpu load is in the 90% but still heavily underperforming.

Example: Warzone fps in 1440p is 60 low settings and 4k its also at 60 fps.

One thing to note is that my bus interface is not correct (not entirely sure what this means, but I know the number is off). If this is the case into why it underperforms, how could I fix this (below is my bus interface from GPUZ and under that is from the system information in Nvidia control panel)?

FROM GPUZ: Bus Interface: PCIex16 4.0 @ x1 4.0

FROM NVIDIA CONTROL PANEL: Bus: PCI Express x1 Gen 4

EDIT: I fixed the bus interface issue. I tried using a fellow redditors recommendation of changing to PCIe 3.0 speeds to see if the same problem persisted, but it didn't. So, I say heckj let me try PCIe 4.0 speeds again and now it is running through all 16 lanes as it should be. Thanks for the help everyone!
