Just a quick theory based on how the Goat Department looked all disheveled. Are they homeless?

What confirms this theory for me was when the guy dressed as a goat mentioned Ms. Casey said his "Outie excels at Stargazing". The wellness compliments always had double meaning and homeless people are outside a lot.
