U-turn right of way

I was in an incident where insurance didn’t pursue things because it was my word against the other driver . It was a T intersection in the outer sunset with stop signs at each corner. I was on Lincoln and arrived at the intersection without any cars (u turns were allowed and I clearly had the right of way at an all-way stop with no other cars) and was making a U-turn. Because of the wide turning radius in my car, I was not able to do it in one swoop. I slowly backed up a couple of feet, rotated, then planned to continue with my turn. However, the car perpendicular to Lincoln at the T intersection (who was clearly not paying attention… AirPods in his ear… irate… screaming at me… grabbing my phone out of my hand and screaming at the insurance agent) decided to plow through the intersection and rear ended me while I was at a complete stop after rotating planning to press the gas,. There was damage to both cars, though it would be impossible for me to cause that much damage by “ backing up” into his car. He Ashley refused to provide information though once I provided both my ID and insurance information he did agree to provide his foreign ID. Per the report he gave to my insurance, I “went into his lane.” I can’t find any information online about who actually has the right away in these situations, which is quite annoying.

Also of note, to support the fact that this guy was a total douche: After the collision we both pulled off the side of the road. When he left, he decided to purposely reverse his car into mine, then peeled off.

TLDR: guy was a douche, and I would like to take him to small claims court to pay for my deductible.
