CAN I GIVE YOU ONE PENNY?

I've noticed this trend enough. People that are paying with card or wireless pay. IF their total comes to like 13.01. Why is it they want to hold the line and give me a penny? JUST SWIPE or TAP. Bonus points if they ask to go get it from the car or they ask you to cover it.
