Rock in the road guy

I came across a wagon wreck where a drunk guy was complaining about a rock in the road and he asked me to look after his stuff. I said "ok" and he said "cool I'll be back with a wagon, man my boss is going to be mad" Well, I've been waiting almost a whole day in game and no sight of the guy. Does he ever come back?

Also, I see "with my eagle eye even) a lock box, an tonic bottle and a pocket watch that I could probably loot but it's not even bringing up a prompt to do so, pressing a button doesn't work either. I can still pick flowers. Anyone run into this before?

EDIT: I saved and then loaded and the cart wasn't there anymore so ???
