What’s with “I would . . . “ in Court?

Hey all. Starting my third year as a PD but have been in a new jx for the past six months (New England after being in the Midwest).

The job is mostly the same out here but something I’ve noticed that’s driving me bonkers is that all the state’s attorneys out here tend to say “I would” before statements in court. For example, “Your honor, I would submit” before their arguments and “we would stipulate” to an expert credentials, etc etc. This seems to span age, gender, race, level of experience, etc.

What is up with this?? I find it aggravating. Midwesterners are rumored to be less direct but we just say the thing and not say we would say the thing.

What do you all think? Do you do this? Why???
