Pokemon Card Poachers?

My hubby is a casual card collector. Been having issue finding pokemon cards anywhere. Over the past few weeks they're gone at Target, Walmart, the Frys poke-vending machine. So headed to Barnes & Nobles to get my husband a pack or two and there's a freakin line lol

Went to the nearest hobby lobby because i thought i might find one there and do some valentine decor shopping and I just saw the same guys at Target show up here. Is anyone else having this issue? I just want one pack but i think there might legit be Pokemon cards poachers lol I hope i'm trippin and just having bad timing
