Which Pokemon that are not big time fan favorites do you feel get special treat by the devs?

Some Pokemon are very popular and because of that they get special treatment by Game Freak, like Charizard getting two Mega Evolutions and being Leon's ace or the Lucario line appearing in practically every regional Pokedex since it's debut. But do you feel like there are Pokemon that are favored by the devs despite not being fan favorites? Or they might even be popular but not as much as sa, Charizard and Lucario.
