What is the Most Forgotten Pokemon?

I think it's gotta be Seel/Dewgong. No megas, no gigantamax, no z moves, no regionals, no divergents. Nothing since their debut. Even untouched Kanto Pokemon like Goldeen/Seaking are notable for stuff like Super Smash Bros and memes, Psyduck is iconic. Doduo/Dodrio might be the next in line but I feel like they're more memorable.
