Why does my Monstera have white spots everywhere?

So I've neglected this monstera the whole summer because I was very busy and she's way too big. She lost a few leaves and now all of her leaves look like this.

She's very close to a west facing window but that's not a problem, she always thrived there. The soil was severely dehydrated, I just replaced the soil and gave it a good watering.

Are these white spots from dehydration?
