Been scammed? ₹23k lost in a fake business partnership - How to recover?

Hii everyone..! I'm 20 years old male from India.. Directly coming to the main context....i met a guy online and and talked through WhatsApp.....and he asked me for a partnership in e-commerce store ...the thing I wrong is that I didn't neet hum in person everytime I asked him he just make an excuse ...i gave him around 23k inr ......first he asked for domain registration than gst and then company registration.....and now he just ghosting me ...like he seen my message but not replying.....

Please anyone who's reading this help me I'll consider your suggestion.......and I'm from ghaziabad in india so anyone from there ....or anyone else experienced this.......!
