Why do I get such low fps?

My specs:
Ryzen 7 1700x
Giagabyte B450 AORUS PRO ATX Motherboard
Kingston HyperX predator 16GB 3200 memory
AMD Radeon RX 6650 XT
EVGA SuperNOVA G3 650w 80+ gold Power Supply

i thought I had the specs to run most games with decent fps but games such as marvel rivals and overwatch are completely unplayable as I get massive fps drops every few seconds, sometimes to the point where im getting around 1 frame per 3 seconds. Does anyone know whats going on?
