Limitting GPU fan speed to force thermal throttling. Is it safe?

My GPU (RX 590) is VERY loud when at full load. It's like a plane trying to take off.
What I did was setting the fan to manual speed of around 50%-60% in MSI Afterburner. This causes the GPU to slow down, use less power and obviously less performance.
The temperatures are the same. Around the 75-78 degrees range just as with the uncapped fan speed. I don't mind the lower performance if it means I don't have to listen to that jet engine.
Is this safe to do? Can I damage my GPU by limitting the fan speed? The temperatures are the same.
