Can't claim heist rewards or level up guns even though I'm finishing heists fully. Is there a fix?

So I'm a new player and despite playing multiple heists I'm stuck on level 14 and can't get any more money or level up my guns. Has this happened to anyone else and is there a fix for this or am I cooked?
