MGS 5 Phantom Pain, did they ever let people start fresh games?

I pretty much 100% it years ago and haven't played since but I want to start a fresh run without being boosted as it were by rerunning old missions.

Did they ever get around to allowing players to do that or no?

Specifically on Xbox if at all possible.

Solution: Create new secondary Xbox account, say that account is also Home Xbox in settings as it let's you play all games installed on the other account but start fresh with no saves, online features and even achievements.
