Creating ME2 save to import into ME3?

Was curious if it were possible to make a Mass Effect 2 save where I've made all the choices and "completed the game" to import into Mass Effect 3 (Doing this on PC, and legendary edition). I have the ME:LE save editor that lets me pick all my options but when I check "Cleared game" it doesn't pop up in Mass Effect 3
