how to get name out of BNM blacklist?

Hello! I have a relative (25/26) who has unfortunately fallen prey to those "mule account". A little background on him is that he is abit naive, came from a very broken and emotionally abusive family, he and his siblings were used as pawns by their parents to get back at one another. He started acting out at a very young age during his parents divorce and unfortunately started mixing with the wrong crowd for years.

He has now changed alot, started working at a new job and actually holding down that job. He is more kind, responsible.. really pulling his weight in the family.

More context : 7 to 8 years ago he worked for Ah Longs, he was more of those "mah chai".. doing the chasing money and whatnot. Maybe they did use his bank accounts for certain activities. In 2020 during the start of the pandemic he was out of a job and came across an ad on social media about lending bank accounts and he would get paid. He naively thought nothing of it and the bank (octopus) found out and his account was closed.

Today he came to me to tell me that his bank account in a local bank (tiger) has been closed, they called him to head to his home branch to collect his balance. He then went to every bank to open an account and every bank has rejected him, they won't tell him the reason, just that he can't open an account.

I work in a bank so I know his name definitely hit the Internal Black List, bank staff aren't going to tell you why because the Internal Black List is just a list with no reasons attached to it.

I know his only way is to appeal to Bank Negara but I'm just wondering has anyone experience or know of a person that has experience something like this before?

I would really appreciate the input or experience.
