Victim of petty theft questions

Hello, first time posting here, not sure what I'm doing. Resident of Grand Rapids, Michigan, USA.

I bought a lot of items off of a Facebook posting two weeks ago, paid for them with Paypal, had the owner ship them to me. They're toys, collectible toys for a game I play (similar to Warhammer, if you know what that is). They're a niche product of a niche market.

Owner sent tracking info, and I was thinking on Friday of last week it was taking a long time for them to get to me, so I check the tracking number. Delivered Wednesday morning while I was at work. They're not there now. I call the post office (was shipped USPS), and there have been a number of similar reports from my apartment building. Seems we have a package thief on our hands.

My apartment is dead smack in the middle of downtown of my city, and you need a key fob to get in. While it's possible someone could have tailgated one of our residents with a sobstory about forgetting his fob, that doesn't seem likely. Much more likely is that someone I live less than 500 ft. from stole the package.

Here's the thing: there are security cameras pointing at the mail room. While they're not actually IN the mail room, they are pointed at the entrance/exit. I got home from work at 7:30 that evening, so the thief had to have struck somewhere in that 8ish hour time frame.

I talked the building superintendent last night while he was fixing my dishwasher about this issue. He acknowledged the above information (security camera location, other package thefts), and when I asked about reviewing the footage of the security cameras, he said he's 'not going to' because it would be 'boring' and 'might not prove anything.'

Now, I'm no legal eagle, obviously, else I wouldn't be here, but even in the face of me volunteering to do the work FOR HIM, he still declined. In keeping with the mindfulness training my therapist recommended, I have stopped and asked myself why the superintendent would give me a bullshit answer like that. The most likely reason, in my analysis, is that catching the package thief is more trouble than not catching him, from the property owner/management company's perspective. Now, I have no idea why that might be, but currently, as I made several very expensive decisions based on that package's arrival, I am now in hock for at least $150 because this package theft, and I have two more packages coming that he might abscond with (potentially another $70 loss).

Is there any way I can influence the property management company to either review the footage for evidence or let me do it? As this was tampering with the mail, can I get the USPS involved? Should I be talking to a local lawyer about legal action? What would I need to make a decent case against the package thief? Would the use of location tracking technology (like this: https://www.thetileapp.com/en-us/) be enough, or does he have to be caught red-handed?
