What is the difference between Reivers/Infiltrators/Incursors…

… why don’t any Reivers come in the new Phobos Strike Team, is a Reiver Sergeant or Warrior worth adding to take with the team, and (if worth it) what is the minimum path to adding one or converting one of the Kill Team models to a Reiver?
