Driver's license (learner's)-online/remote

Hello,

I'm not in Pakistan, and I need to apply for the learner's driving license to start the 42-day period so that I can take the test when I reach and get a permanent license in time to get IDP before I leave Pak again. I tried applying for it online but the website is giving me an error. Has the online website https://dlsonline.sindhpolice.gov.pk/dashboard/app/ worked for anyone? Also, if you're not physically in Pakistan, can you get someone else to get your learner's license made in Pakistan?
