My neighbors keeps their dog leashed up outside all day

A little context here, my neighbors have 4 dogs in their house. They will let all 4 dogs out at once, which isn’t the problem, the problem is their dogs go crazy 24/7 when they’re outside. They bark like crazy, fight with each other, and the dogs will randomly get loose and run up and down the street. I can hear it early in the morning or late at night when I’m trying to sleep.

They got this dog earlier this year, and about a month after they got the dog, they decided that the dog cannot stay inside the house and leash him up all day and night. He maybe has about 10 feet of slack on the leash, in the video he goes out as far as the leash lets him. I can see the food and water bowl on the stairs. I see the dog outside at night. I get that some dogs are outside dogs, but you cannot have him leashed up like that, at least let the man run around, but their fence is shit so they can’t even let that happen.
