Is FO4 on PC broken?

I am not sure if my issues are something I am doing wrong or FO4 is just horrible on PC. Long story short, I used to play FO4 on console a long time ago, but I never got to try the DLCs. Recently upgraded my computer and figured lets return to the wasteland. Everything was smooth, high fps, maxed graphics, etc until I talked to npcs. Audio was not syncing up and even overlapping. Quick google searched showed for physics you need to cap at 60. Okay I did that but now my loading times are insanely long to the point it makes me not even want to play by the time it loads in. Is there something I am messing up or can do without installing mods to make FO4 run better?
