Does everyone have lame holiday parties or is it just me?

My office has an annual holiday party during lunch at a local restaurant. We are not allowed to use agency funds, so everyone is expected to pay to attend. Everyone in my work group hates these parties and we usually try to schedule out of town work to politely get out of it. Is this normal in the fed world? And really what is the point?
