No service in cabin?

Has anyone else noticed an increase in “rough air” therefore resulting in no service in the cabin?

I’ve been on several flights the past few months with this, both in First and comfort, where the Capitan said the FA’s can’t service the cabin for their safety.

I’m all for safety, but most of these flights saw a small amount of rough air. Is this a way Delta is trying to cut costs?
