Do i really need Phantom Liberty?

Hello im a completionist player. I have over than 1000 hours in witcher 3 and %100 completed it.

I know very little about cyberpunk and just made few quests and already got bored. I guess i wont be nithpicker this time.

So i wonder do i really need phantom liberty expantion to feel my game different in the base game?

For example, if you have blood and wine in the witcher 3, geralt is now mutated higher witcher and gets lots of exclusive skills and skill slots. So it is cool to start new game plus with it. And also corvo bianco mansion is a game changer thing for a witcher 3.

So will phantom liberty will change the game this this? Or just simply new map and new story?
