Can still hear people with these headphones

I bought Bose QuietComfort Wireless Noise Cancelling Headphones, Bluetooth Over Ear Headphones, for a long flight with my loud mom. I do not believe these are noise canceling, I took them down to the lounge to watch YT and I could still hear the ppl around me. Anyone else experienced this? For 300+ I would expect to not hear the outside world when wearing these.
