My primary care doctor threatened to cut off my birth control refills because of pap smear.

My primary doctor, she threatened to cut off my birth control refills if I didn't get a pap smear. Is this acceptable behavior. Side note I've never done a pap smear before. I've been on birth control since I was 18, I think. So that would be around 2014. I am now 28.
