How did chiara Ferragni get bigger lips?

Doesn't look like she got lip filler because all people who get lip filler get that distinctive look and plumpness to their lips that Chiara doesn't have.

Yet when I compare her before pics to her now, I can see her lips look significantly bigger. It also looks like she has a permanent lip liner around her lips. I'm wondering if she got a lip liner tattoo to give the appearance of bigger lips without actually getting them filled.
