Book cover (advice?)

at the moment, I’m only looking for advice, I will make a separate post when I’m ready

I’m writing a book at the moment, and am wondering what I should do for a cover? Should I give the artist creative freedom? Give them the book/desc and they decide? I have no idea what to do Also, is there a special process for commissioning an artist for commercial use?
