is it possible to get admission in foreign university on 2 A levels?

i want to give A levels but i cannot prepare this year but i dont want to waste my whole year for 1 subject too. so i was pretty confused weather i should take the risk of third subject or should i go with two only . but the whole wasted year seems too much. is it possible to get admission if anyone with similar experience regarding any universities policy?
