Portable Yet Powerful Server.?

Hello everyone, I had a quick question. I want to make a portable server that I can use to run a Minecraft server from anywhere, since I’m traveling a lot right now. Ideally I’d want the server to be super powerful, running 400+ mod packs for around 12 people at a time. Because I’m traveling a lot, it’d also have to be small enough to fit inside the average suitcase without too much trouble. I don’t know how possible this would be, but if you have any ideas on how it might be done I’d love to hear them. I’d prefer to be as frugal as possible, but in all honesty I’m willing to put a lot of money into it if I have to. Please let me know if my idea is possible or if it’s just dumb.
