Do Nephandi harass Sleepers or only Mages?

Working on a session 0 for a PC and their NPC friends who are approached by a NPC former friend who has turned Nephandi and is back for revenge against a perceived slight. The PC will start awakeinging during this assault.

However I fell i read in one of the books that Nephandi only really cared about mucking up Awakened people and didn't care a lick about Sleepers one way or the other. Would this be out of character for a recently turned Nephandi and I should switch to a Maruder, or can this fall under ST golden rule?
