Is this a voodoo doll?

Found this near the river at my school and made the mistake of picking it up, inside it has herbs or grass? It’s made with black leather and black fabric around the middle it’s wrapped with a purple ribbon it has white paint? Falling off the face the hair is seen of and there is a staple in its stomach.
