How are VPN users not getting banned???

I was searching around to see how these streamers always get into bot lobbies and play so good while I get my ass kicked. So naturally I was made aware of the vpn method. It's technically cheating? Because the stats you get are counted into your actual profile(KD and other stats)

So my question is, why isn't Activision banning these cheaters.
