Low level player's in game

So I play valorant almost everyday for 1-2 hours currently and in almost all of my recent games I've had multiple players on both sides that are all mostly under/equal to around lvl 5 . I'm level 39 so surely I should be playing with player's my level right? And some of the low level players will end up doing extremely well. So are these player's smurfing, hacking or so bad that they're doing well and can I stop it?
