What is a save point?

why do save points exist? if the human has the power to SAVE and LOAD, why is it limited to only certain points (from a lore perspective)? why can’t we just save the game before the hardest part of a fight? what determines where the save points are? why does omega flowey get to save and load midfight while we can’t?
